UK Councils Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a new survey of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that 60% of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise service redesigns and using savings to manage growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent announced its asset disposal plan included the sale of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the strategy.

Council Tax Rises and Broader Financial Pressures

The survey of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of councils will have to raise local levies next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils this week further found council budgets being strained by the growing number of young people and adults needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (IMD) for UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” said the report.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of challenges confronting local leaders across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
