19 of the Russian's 21 victories have been won on hardcourt
A comeback Medvedev secured his maiden trophy for 882 days with a win over Frenchman Moutet in the competition final.
The athlete, a ex- world number one, has endured a difficult season, winning just a single victory at the major tournaments and experiencing a setback at the US Open.
His inconsistency on the professional circuit - and difficulties with his service game in specific - resulted in him exiting of the top ten and ultimately parting ways with former mentor his previous coach.
Currently collaborating with Thomas Johansson and Goetzke, he has steadily advanced in the recent weeks - peaking in a tightly fought 7-5 4-6 6-3 win over Frenchman Moutet.
This represents the player's first trophy following the 2023 Rome Masters and first on a hard surface since that period of that year.
Success also signifies the Russian has secured twenty-one victories at 21 various events.
"This marks the first occasion I have attended a tournament with my children together, so to win a title is particularly special," said ranked player the champion.
"This victory is in honour of my child her name, because the maiden victory I got when my child Alisa was born was for her."
Medvedev, the 2021 US Open champion, had been defeated in his previous six championship matches, including in that event previously this season.
The player's retrieving play style and recurring emotional displays on court had led observers to doubt if his capacity to perform at the elite level was over.
Yet the player has made changes in the last few weeks, making an effort to advance forward and compete assertively, reinforced by an improved service.
He came back from a disadvantage in the initial set against the difficult Frenchman, taking four of the final five games to go ahead.
The pair exchanged service breaks in the middle set before Moutet, striving for his initial professional championship, seized the initiative to create a third set.
He rescued four early chances in a tight final set before the champion broke to 15 to secure the win.
Appropriately, he secured victory with a rally at the front of the court, with the Frenchman incapable to handle a shot after over two and a half hours.
